“Bally-Vaughn” Washington Apartment Complex

The blight @ 1301 W. Washington [“Bally-Vaughn” Apartments] must be cleaned up as soon as possible. The property has been vacant for more than 12 years and is a hazard to the immediate residents and students of area schools.

The Historic Westside Neighborhood Association has repeatedly testified about the poor condition of the property with respect to zoning petitions of 3 owners, which have not resulted in any substantial rehabilitation.

Complaints regarding the dilapidated structures, hazardous material, poor maintenance and lax security have resulted in substantial fines that are under perpetual dispute. Asbestos hazards remain. City officials have not yet indicated “next steps” to ensure a remedy.

Area residents and public officials are invited to attend a forum at the Annual Meeting of the Historic Westside Neighborhood Association to review and comment about the blight that now exists at the apartment complex. A remedial plan must be developed to ensure that the property is cleaned up and secure. Failure is not an option.

The HWSNA held no in-person general meetings between March 2020 and July 2022 due to the COVID-19 Pandemic. Pre-2020, HWSNA meetings were held quarterly.
